The pillowball/tophat combination is quite tall (at least the one that's on my car).
It's not like a real coilover where the pillowball and tophat are one piece.
I bet your rack is simply worn out. Also, didn't they have steering dampeners on that year?
There's all sorts of bearings and bushings in there that can and will wear over the years.
It's a bit more complicated than that, honestly you're probably better off replacing them (especially if they used VHT niteshade as it requires sanding to remove, which you can't do on the inside of the light as it's a defused setup)
Well, I will admit the few engine-fire Supras I've seen in junkyards were all caused from the power steering system spewing on the exhaust side of the motor.

Modern turbos have far better characteristics than the turbos most of us are used to. Hell, throw in modern variable vain technology and it's even better (look at the porsche 911).
Car has left your hands, they could easily have shimmed the wastegate and blown the headgasket. (or done any number of stupid things)

There's several options, but it's mostly:
- Pick a shock
- Pick a threaded sleeve kit
- Pick a spring
- Pick a pillowball mount
Shock wise, the easiest one here is probably the off the shelf bilsteins because of their removable spring seat.
