As everyone stated, for the rears that's fine. Not the front's though. I wouldn't go any wider than 245's on the 8" wide front rims. Anything larger and you're not using the full potential of the tire.

Yes. Leaving the knock sensors unplugged will result in timing retard, bad fuel mileage, and enriched fuel mixture.
Two lower red circles = knock sensors. The uppermost red circle = knock sensor connector (there should be two of these)

I've read on www.supracharged.com that the 22re fuel pump will supply enough fuel for a 7mge, but I'm very anal when it comes to the fuel system, and I'd swap out the pump anyway.

If you're running 15psi on even a stock CT w/ good AFR's, you should have handed that M3 it's ass. So there are two possibilities:
1) learn how to drive (I don't think that's the case, though)
2) He's either supercharged or turbocharged. Turbo M3's are downright nasty.
Most commonly, it's the heater valve:
At this arrow, there's a small metal rod that goes in to a plunger. Pull it UP, zip tie it in place. Do you get heat?
If so, time to replace the heater valve.

Looks like you've got the wrong harness in there. Find one from early '89 and you should be good to go. It looks like your car is wired like the 87-88 cars, but has gray plugs instead of yellow.
