Try jumping +B and FP in the diagnostic block. See if you get fuel. Did you do any custom wiring for the '90 wiring/ecu swap? ECU's don't usually go bad on these cars unless you short something out.

When you're setting the cam and crank to 0* you're setting mechanical timing. When you rotate the CPS after the car starts, that's ignition timing. ;)
Ok, you said you installed the distributor correctly, and that your crank is at 0*BTDC, and the cam gear notches are at 12 o'clock. Are the cam gears aligned on the center hole? (there are three possible holes to put them in, they have to be centered)
Was cylinder one (and six) at TDC? If not...

Have you had the distributor cap off? Did someone maybe take the rotor out before you got the motor in your possession? Stupid, yes, but I've seen some crazy things that people do. LOL.

Correct, WeezlWings are a structural part built primarily to keep the chassis rigid with the Targa removed. I have no first hand experience (hardtop owner), but every review I read confirmed what Sawbladz stated.
^ Don't know what wire off hand, I'd have to look at the EWD, but are you using pre '89 wiring on this? (yellow plugs at the ECU?)
If so, I've got a spare 7MGE ECU you can try. The 7M ECU's rarely go bad, but it's a possibility. I've never seen a fried ECU, personally.
Auto harness will have an extra plug for the auto tranny.
For a manual car, you can use an auto OR a manual harness, and an auto OR a manual ECU.
For an auto car, you MUST use an auto ECU AND auto harness.
Have you checked the grounds at the back of the intake manifold near the firewall? There are two eyelet connectors, each with two wires. They need to be grounded well.
And here's a dumb question, but have you checked all your fuses?
