if you touch the gas pedal while in diag mode you will get a code 51. if you get the code without touching the gas pedal the tps is set wrong.
aside from that- sounds like you have a boost leak. and add to that the water temp sensor failure will make it run like crap too.
yes that def sounds like a serious boost leak. perhaps they knocked loose one of the ic pipes/couplers. if you can hear the turbo id def take a look at the one from the turbo to ic.

vac is measured in in/hg but yes 20-22 is very good.
usually 18-22 is a healthy motor. if vac is low, doesnt hold solid, etc it is a sign there is a problem.
you can get rid of the whole thing and just plug the tstat housing.
but if you want the charchoal canister to work correctly you need it. it is like a normal vsv but temp controlled to operate the charc canister to filter fuel vapor from the tank.
