Just because you don't have that problem doesn't mean its not a legitimate issue with other people.
Mine will fire out every once in a while. As for the original problem, I'd say it's a boost leak. Test it. (search is your friend)

Check rad to see if its clogged as well. Make sure your coolant levels are correct. I know it may sound stupid but check at the radiator and not the overflow. There really are people that stupid so that's why I'm saying this.

You've got some serious issues. 16 is waaay too lean. Not going to be fuel cut unless you have a massive boost leak but that wouldn't explain the lean mixture. You're just not getting enough fuel somehow. Could be electrical or a block/worn out pump etc...
99 percent of the time its wiring. Search "knock sensor rewire" and you'll find pleanty of threads on how to do so and what's going on. Common problem on supras.
If you're getting 14.7 at idle than I don't think it would be a stuck injector. Plus this wouldn't explain the oil you're finding everywhere. I'm saying valve seals. Also.. blue smoke (burning oil) is very easy to confuse with white smoke (coolant). Is your oil level going down at all? Idk if...
I'm guessing what they mean by that is progressive power steering. Judging by the info above I'd say you do have it but to maker sure look for wires that go to a solenoid on the rack, or just the solenoid itself.
I understand what you arte getting at but the battery would still be able to provide power to the fuel and ignition system etc for few split seconds that her does a pull. Unless the battery doesn't hold a charge and in that case he wouldn't be able to start it up.
Belt wobbling like that doesn't really seem to be that big of an issue although i've never seen them move quite like that. Thats not going to cause any kind of horsepower loss though. I'd say either there's another issue or there's no issue and it's just a stockish 7m.
