Leave it on unless you plan on taking this car to its grave. Why do you want to remove it? Doesn't really add that much weight and decreases the value if your car quite a bit when you take it off.

They aren't supposed to lock when you pull them quickly. They only react to lateral g forces iirc.. Ie under hard breaking, etc. Test it out by hitting the brakes fairly hard and try to lean forward.

What are you doing with the throttle when this happens? This wouldn't have anything to do with the turbo or IC at low throttle, or even high throttle for that matter unless you had a really bad boost leak IMO. Also, the stock turbo should be able to do 10 lbs just fine unless it was on its way out.
