I actually have seen the parking cable loosen up twice. It is not the cable.
On the parking brake handle where the parking brake connects. There should be TWO bolts. One adjusts the parking brake tension and the other locks the adjustment bolt in place. If their is only one bolt, it will work...

check your TPS and adjust if needed. Once TPS is adjusted, recheck ignition timing. Vacuum hose routing? EGR connected fine? How about the VSV controlling the EGR valve? Those NOx are too high, meaning something in your EGR is amiss (yes I know you still passed on the NOx front :) )...

I know these are yours. The HC did pass for you but you are teetering at the edge (for the low speed). What gear # was the test done in?
What is your fuel pressure like?
The NOx are nice and low which are always welcomed!
High HC has nothing to do with EGR.
What are the other numbers though (NOx and CO)?

I know what those V runs and something is off (same handle on the caddyforums as here). There have been reported issues with the oil temp sensor. Running that much heat through the oil as jdub said, is not a good thing as the viscosity goes down the hill.

so radar detector still detect but yet none of these companies have come up with a graphical display that triangulates based on signal strength and freqeucny (regardless if it is digital, encrypted or sweep).
