Check IDL circuit. The only other condition you'd get that from is 15 consecutive cycles with no pulse from IGF terminal in the igniter. Also a closed IDL2 (if you have it) will put the ecu in traction mode and do the same thing.

Or you can just make them. You have a good hydraulics/hoses shop in town? Hell you could probably make it happen with an auto parts store. I mean come on man it's just hoses. Are you doing some full resto job to sell on barret jackson to put your kids through school or what?
42psi fuel at idle, -10% to start that'll keep you out of fuel cut. 14psi should get you about 360whp. Just remember to keep the torquey part of the band rich. For 14psi I'd shoot for 11.8-12.0 so you're not adding too much timing. This is 92 oct right? This is like the simplest thing to tune ever.

TH point 5%lo 55%hi
NE 1000-7000 if you're comping for bigger injectors. split 4000-5000 or where ever you get peak cyl pressure into two 500 rpm cells.
That little guide looks like its set up for a stock US 2j. I' still dont get the 94/95 th point...
clean terminals? Could just be a sticky starter. Smash it with a hammer while try to get it to spin. Thats usually an easy way to diag that. If youre hearing a click from the starter it's not the relay.
