    Yes you can do exactly what you are wanting to do. You have a 50/50 chance it will work. You'll need a new compressor wheel nut from Turbo International.

    Yes you can weld the wastegate shut. Just make sure to remove the actuator and run an external wastegate.

    The turbine housing will be a small PITA because you have the wastegated version. Also, that turbo is a gt37. The compressor wheel flows almost identical with that of a Garrett to4e 57 trim.
