Garrett doesn't offer replacement parts for some (all?) of their ball bearing turbos, so your only option may be to replace the whole center section, which is usually 90% of the price of a whole new turbo. I just looked into it recently for someone who wanted a new compressor wheel for a gt35r.
Three turns is not a safe rule of thumb.
The nut needs to screw on the stud at least the same amount as the diameter of the stud. So if you have 12mm studs, it needs to screw on 12mm, or more. If the safety inspectors at any NHRA or SCCA event are doing their job correctly, they will check...
