There is no best setting, you need to dyno tune your car and see what works, even comparing stock cars to other stock cars you will get differences.
If I were you I'd leave the stock cams alone, they work well enough for most people.

18s cost a lot more than 17s even. I'd just run 17s and go wide and pay the same as someone running thinner 18s. 16s are even cheaper but you can't get wheels wide enough.

The spring rate is pretty high for most local tracks. Only the nicer, professional tracks can afford the smooth surface to take advantage of those springs. If you like stiff, get them.
