disconnect your battery, and twist the motors manually via the knob, see if there's any resistance when it begins to go down, inspect the arm, and if all else fails, unplug both motors once they're up...

it's the ECU's way of safe guarding your engine from boosting too much without the adequate amount of fuel.

your plug looks to have a lot of weird corrosion, clean that off, it might be affecting the contacts, hopefully it'll solve your problem..
Sometimes it'll give false readings, when all light are functional, or the opposite, when there are no lights on the dash, but you have no taillights....
