ive been running 20 psi on my jt61gt for some time now w/o issue never have run race gas, only 91-93 depending what i can get. if you are that worried that gal or 2 of race gas should help things.
sounds like a bad starter. its really not as hard as you think to swap it out and a new one is around $90 (get the 91+ as it has threaded holes!) im pretty sure autozone does testing but you need to bring the starter to them
pictures help alot. who did the engine swap, miles, mods, etc.

30-90 days depending on your state. even then they can take you to small claims court for the rent owed. check the date you paid last time (hopefully by check!) with a date on it and show them the error of their ways....

mothers clay bar is great also. my roomies car had been parked near a paint shop so he had all different color paint flecks on the car. a few hrs with the clay bar and it cleared up pretty nicely.
its a nightmare. youd be alot better off getting a pre89 harness. the ecu plugs are different, you arent going to have connectors for the HAC and then theres some other issues. the dash as you already found out that its not compatible.
it doesnt matter how fast you are going its how fast the engine is spinning. if the chain broke and the motor kept turning (intertia) then you might have bent alot of parts in the head. even if you crank it it could damage valves and pistons.

what was confusing and unclear was you just put down H.K.S. no what the specific part was. its like saying I drive a toyota....
