The EFI main relay will not shut the fuel pump off if the engine stalls in a crash. It only shuts the pump off if you shut the key off. An easy test to check this is to stall the car out with the clutch and listen for the pump.

It's called Motion Ratio; the ratio of wheel movement to shock shaft movement. On a MKIV it's (according to a post on SF) .60 front and .72 rear. I have no idea what it is on a MKIII, but it's probably very similar.

I would start with a brake booster. From everything you described, it seems like the most likely culprit.

To make that HP with that turbo it would be about 15 to 17 psi. My guess would be strong boost onset at 3600 with full boost around 3900. Just guessing.
