Put a lighter to the coil that is on the fan clutch. The heat will make the clutch system engage. If it is still free wheeling at that time or the resistance of the fan blades does not change.
either repair or replace the stock fan clutch.

The Cold start Injector is usually handled by the startup enrichment tables within the AEM. So basically the AEM does the CSI using the injectors.
IAC. Not sure why you would want to bypass that. The AEM should handle the IAC correctly.
well the first thing I would check would be the Coolant temp compensation numbers. You might have some of it configured incorrectly (ie to much for the coolant temp during crank). Same with IAT. Also you might ahve a startup enrichment that you might want to look into further.
My opinion,
forgo the Walbro 255 UNLESS you can verify that the dealer in question is legit.
I would do a Bosch 044 instead of the Walbro just because the 044 can handle higher pressure without breaking a sweat.

If the car can not idle steadily by itself without the use of the IAC. You wil lnever ever get it to work. You need a good steady state idle with the IAC disconnected and closed. Once that is accomplished. Then you can insert the IAC into the equation.

You can not tap it unless you increase the hole size by two. If you tap it for NPT on the current size of the BSPT, all you will do is cross thread it. Not enough meat to form new threads at the current size. Almost only counts in horseshoes and hand grenades. NPT is 27 threads per inch...
