Is the one it's missing the "ball bushing" that's in the spindle? There's no need to replace it with polyurethane since it's already not rubber, and I do think Toyota made it solid for a good reason.

I'm getting one. I expect it's going to be too loud for me, so I had them slip-fit the resonator rather than weld it in. That way I easily can try a different one later. My cat is original stock.

All cars have some sort of rubber isolator on the steering shaft to reduce vibrations coming back up to the wheel. Our's is 45260 here. It's a tube inside a tube with rubber between them.

The last time I checked mine, #3 was 225 and the rest were 230psi, cold, about 25k after a rebuild. Sure, my timing is slightly off because the head is 0.030" too short, but it's close enough for me.

Check the isolator and u-joints on the steering shaft inside the engine compartment. An old dead isolator could be the source.
Racks do have a spring-loaded piston that keeps the rack pushed against the pinion, but tightening that down past spec usually doesn't do very much to remove play...
What I did was buy a cheap set of large crescent wrenches and used a bench grinder to make one thin enough to fit. Staking and unstaking the washer can be done with a large flat screwdriver or a standard cold chisel. You're just bending the ears by hammering on them.

What I see is the tube at the end of the arm that goes between the ears on the car was done wrong. It's the same issue that the Unobtanium nylon bushings caused. It's clear in IMG_2485.jpg.

It has to be the turn signal switch or wiring along the steering column. The TSRM is your friend. Since you have flashers, that switch and all the other wiring is fine.

The cruise control vacuum line is separate from the EGR vacuum system. There's a small pipe coming off the back of the airbox near the EGR valve for the cruise control. It tees off and runs over to the heater valve. The CC and heater valve need vacuum all the time, so they get it directly off...
In case anyone is looking for it in the future, SOGI has a detailed list of steps for removing the heater box here. It's not hard, but there are a couple of almost-hidden screws that you may miss that are on SOGI's list.

It's like wearing a belt and suspenders, but I do like spring clamps on my Aeroquip push-on connectors (as shown by IJ in post #34). The clamps are cheap insurance.
