It may be a sign of living in a nice place, with upstanding [read: not criminal] citizens, but why do they brag about inviting this kind of chance? Seems a touch ignorant and naive.
True, but i wonder if Kai was exaggerating to express the safety he felt in his community. I'm sure he's aware of the possibility of a passer-by helping himself to any number of unlocked goods.
