I agree. Definitely read reviews on any monitor before you buy. The first LCD my family bought was awful. The color/contrast was so bad that you couldn't tell the difference between very light colors and white... I would suggest a higher quality 17" over a 19", because they have the same...

There are plenty of 19" LCD monitors on newegg.com in the $175-200 range. Here is the cheapest 8ms one: http://www.newegg.com/Product/Product.asp?Item=N82E16824222022 I also saw a 19" for $150 from Fry's recently.
