there is no perfect turbo, you'll always have to make concessions. limiting your budget really limits your options....then again, you have to pay to play.
MS is hardly a program- it is a standalone engine management system....and a DIY one @ that. the number of questions you are asking illustrates a lack of research. there is a wealth of information @ the MS support areas along with a few build threads here on SM. do some research for yourself...
yups, they're probably seized.....best to just leave them there. or time to get yourself a nice die grinder + cutoff wheels and a BIG air compressor...
