Read the link. You can read all of it, but starting at page 14 explains open loop. The second link is written to OBDII but it that is fuel trim. Toyota just called it something else before being required to standardize terms. GM called it block learn.
The feedback system isn't really capable of throwing everything (TCCS) out of whack. In fact, the system doesn't really have anything to do with improving hot starts, cold starts, or driving. It keeps the catalyst in the best operating range when in steady cruise.

I was referring to not using E85. The subsidy will end in time then market forces will change the price drastically. For a fuel with lower BTU content.
I am going to make an assumption since you posted a JZ question outside the JZ section. The solenoid moves a spool valve allowing the passage of fluid. I would have to see it or the schematic and strategy from Toyota to know for certain. If that is what it does, then the spool valve is stuck...
Gasoline. 10% alcohol, as opposed to 85%. Higher BTU content. Unless you can rewrite the TCCS program to be like Ford EEC-IV. Which has no CSI, but runs much richer when the IAT and ECT are equal (cold start).
I am not seeing any close to a museum piece. The interior is well worn for 55k, and the engine bay looks like shit. Sorry, I am not seeing $9000. It would be a great pick knowing abuse is minimal, but not at that price.
