Someone was screwing with you, then - these can be had for $350. It's easy to tell how much they need to run - fire up the car, get it up to operating temp, then sit there with a stopwatch and time how long they are on vs how long they are off for a few minutes.

Another thing to mention... do you have the climate control set on exterior air, or recycle? If you leave it set to exterior air, even when the fan is off it will still blow hot due to airflow from your speed. As the heater core is always hot, this will slowly heat up whatever vents are...
