You've already got all the parts for a sweet 7m setup, and im sure you know a fair amount about the motor. Why switch?
Build it and make it better. Throw a sweet bottom end on there, and get a real good tune.
Even if the frame was rusted, id still pick it up and throw the drivetrain and extra's in a clean 240 shell that can be had for ~$1000
Worth every penny, in my book. But then again i do have an sr20'ed car sittin in my garage....:)
At this point, i would take things into my own hands. Leave the car right were it was, this weekend, and leave some exspensive shit on the seats....

I used to run a similar setup, and it would always spike. I made a manual boost controller, and shimmed my wastegate, and the boost never really spiked again. I set boost around 9 pounds, and it would hold it in every gear except 4th, which would slowly rise to around 11.
Sounds to me like you popped the fuse in your meter. I dont have time to fully answer your question, but try setting the meter up in series with a booster pack, then disconnect the battery ground and perform the key off draw test. See if the turbo timer beeps then.
