That would be a spark issue not a fuel issue though correct? That would also throw a code 14 because the IGF wire was cut.
I guess the main issue is check for spark and fuel then the problem can be further diagnosed.
Try test driving both and see which one feels better. On paper I think the 2nd one is your best bet. Just because the other one has more mods doesn't make it better in the long run.
Just because the mileage is low doesn't mean anything. Those turbos could very well be over 17 years old and can and most likely will fail due to age. I would check to see your injectors about your terrible gas mileage. It sounds like they are just stuck open.
