Well guys I turned the AVCR completely off and the car is still over-boosting. Luckily I have my ECU set for boost cut so it is safe. I was wondering what I should look for next. Maybe I got a bad solenoid that is stuck open? What do you think?

Here is the wiring diagram for the 1JZ. Just follow the wires and see where something got missed.
Well guys the new plugs were the ticket. The car started right up and I eventually got her on the road. I really love how user friendly and easy the stinger is. Thanks again to rakkasan for the timing advise and hottscennessey for the idle control valve illustrations.

I went and checked and the gear judge was activated so i turned that off. Hopefully now I can actually control the boost. I got the setup used so someone must have set the gears at some point.

There is a long story behind it but he had what I believe to be a legitimate excuse at the time for delayed shipping. I now realize it was not the situation but the seller at hand and it is completely unacceptable.
Its not 2 plugs just 1 single plug that has the both the hi and lo beam signal on it. I checked all the grounds and they are good. The HID low beam and the Halogen hi beam share the same ground and each has a separate wire for the 12V source.
