    Your higher gears finally create max load on engine and therefor max exhaust gas velocity. I have always set my boost settings in 4th gear. So if you want 15 psi then set to 15 psi in 4th gear. IMO .

    Have you unhooked the throttle rod going to throttle body. I would try unhooking the throttle rod to throttle body. Then check idle.
