did you use an 89+ harness on your 2J swap? Might be the cause, 89+ harnesses on pre 89 cars always cause headlight issues

change the fusable link in the fuse box, on 89+ car it's a 100amp fuse. Check not only the fuses under the hood but the fuses in the kick panel, the radio one is probably blown as well..
