Not revving past 2500rpm sounds like an AFM issue. Check the connector on the AFM, and the harness...may just be a loose pin. If the CPS is faulty, the engine wouldn't start or would cut out.

If its a stock engine - don't bother. Just get a new set of cast slugs. They're not exactly expensive and it's a false economy to try and re-use anything from your bottom end. The crank *might* be serviceable, but i doubt it.

His car has no pre-cat, as it's not originally a car from CA....and where would said pre-cat go, with the new BIC DDP?
