At 4 months of failure, I wouldn't have "waited" around for the ball to stop bouncing in his court.

The vendor first tried to get Runner to see if the drain lines or feed lines were the culprit and not the turbo.
After 4 months or so, Runner disappeared.
After 6+ months, Runner reappears and wants his money back.

99% of all turbo & balancing shops use a grinding method to balance the wheels. Why? They are all balanced on a Heins style balancing machine. You can only accomplish this by using an abrasive disk and air power.

I think for one, you need to stop running your mouth.
Two, telling a supplier that YOUR TURBO IS BAD. I WANT MY MONEY BACK after 7 months is an automatic fail. WARRANTY IS 6 MONTHS.
