it should idle around 800, if you choose to rasie the idle with the little throtte stop screw on the throtte body make sure to readjust the tps. there is also a diaphragm under the tb that slows down the throtte plate when you abruptly let off the gas you should make sure it's working properly...
check your wiring to the ecu for example the constant powers, the switched power and ground. make sure the trigger wheel behind the crank pulley is flush with the cps. if your not getting spark or fuel injector pulse i would tend to think your ecu is not receiving proper timing signals.
if you have to spary starter fluid to get it going it might be a fuel related problem. i would check to see if your fuel pump is priming and what your base fuel pressure is at. also you could replace the plug to rule out that problem, also take a look at the caps in the ecu.
if you do have 12v at those places then check crank angle sensor and the wiring to it and also check your grounds for the ecu and thats all i can think of right now
