Take this for what it is worth. When you own a Supra expect to spend some coin. It’s like this... You do not half ass bathe yourself, you do not half ass pay your bills, you do not half ass have sex, you do not half ass do your job to support yourself / family??? The same follows with repairing you Supra... Do the tasks; being your “possible dropped valve” right the first time and she will thank you in the long run. Save some coin up and do it right/Pull the head off, do not skimp unless you are thinking short term engine life. If you plan on this being you Daily Ride, at least replace your head gasket with an O.E.M Toyota head gasket, and torque the original head bolts down to 77ftlbs following the replacement 2nd manifold gasket. I can honestly see the head being taken off without removing the 2nd manifold. Take your time, and think your situation through start - finish, and you will get it done. I have not done a in frame rebuild before on a MA70 with a 7M-GTE, though under the belt: 3 FLD120 with a C-13, and 1 Pete 379 with a C-15 blue printed on paper in frame rebuild. This taken under consideration to pass the class, from a instructor with a Army background requiring a 95+ to pass the semester. Trust me when I say think your situation through. Please follow your own intuition through, unless you are thinking " duck tape " then you have a issue. On the video to be proposed about using fishing line sound like a cool idea that may work.. Who cares about whether this works. Again do not half ass your work.. That is your name, and your safety as well as others on the road on the line, and you will have to answer to all of your work and repairs on the long short / long term aspect. Please stop the kindergarten babble and give the OP some legit info.. Do it right pull the head and repair what is in need. If you need a ride to work or what not there are friends if they are friends, or public transportation that is in your favor. I am not trying to pass off as a tool, just tired of looking at a post that is uninformative, and is going nowhere. Hope this helps the OP realize that Supras are not cheap, nor is staying alive, in all aspects.
