oops. sorry, my bad in making it sound like an actual radiator type, all it is, is a hardline that runs to the front of the car and gets cooled by the air coming through the two vents by the headlights and turn signals.
take out the hardline (cooling line, cooler, what ever you want to call...
do it in every line you can, i found alot of crap in my hardlines that run to the cooler in the front of the car, the guy at the shop said nothing was even coming through at all, so he took pressurized oil and shot it through there and crap exploded out the other side
i used a brush and scrubbed in there a little bit, and saw that it was too much work for me, so i took it to a radiator repair shop and they flushed it out and cleaned it up, after i installed the flushed cooler and hardlines, i started it up, bled it, and the thing steered with a finger
SAME EXACT thing happened to me. Replaced the pump, then the rack, and pretty much the whole entire steering assembly to find myself with still no power steering. Turned out that the power steering lines in were all clogged full of all this gunk, so the pump was just wining and not being able to...
you could rent one of those lazer pointer thermometers and just point it at the upper radiator hose or on the thermostat and read how hot really is to see if your gauge is telling the truth, or just take the cap off the radiator and put a thermometer in it
