I have an 87 and I used a flat head screwdriver to adjust my idle using that idle screw on the throttle body. It may not be the thing to do but it worked for me with no ill effects that I've noticed.
The idle is affected by many things, but check that your TPS and ISC (Idle Speed Control)...
Use Toyota Red = $18 a bottle (factory Toyota coolant for the MK3)

Redline Water Wetter = $7 a bottle (good for stopping corrosion and heat)

550cc and Lexus -- you better set the fuel pressure to more like 38 to 44 PSI. You are definitely running lean. 28 PSI and I had the same setup and I was running pretty lean. Can you check the Vf and E1 pins on the diagnostic port for the lean vs. rich voltages? Do you know how to do that...

Sounds exactly like a boost leak - check all your intercooler pipes. I had the same problem - a clamp was loose and it actually fell apart when I boosted, so there was no connection to the intercooler.
Background: Lexus/550 mod, AFPR, Walbro fuel pump, HKS BOV recirculating, complete 3 inch exhaust from turbo to muffler (TANABE CAT-back).
After changing old engine parts and setting the timing my idle issues with missing and sputtering have gone away.
Using a wideband oxygen sensor helped...
2 things I think your problem can be:
1- ISC - Idle Speed Control
2- TPS - Throttle Position Sensor
The MK3 will "surge" if you unplug the ISC. Perhaps yours is unplugged or malfunctioning? Use a multimeter to check it as per the TSRM.
Another question to pose out there: is 28 PSI...

Yes. Use a flat head screw driver to turn it either clockwise or counter clock-wise to increase or decrease your idle RPMs... I just did this yesterday on my 87. I believe the later Supras (89 to 92) don't have this option but I could be wrong.
