1- purchase a brand new EGR valve
2- purchase a working used one
3- take off and pitch the current EGR valve, close it all off
Do a search to see what others have done. I have mine on because of strict emissions in PA (as you). If I were you I would do #2.
See if the charcoal canister removal was done correctly. I know two Supra owners that have no air filter on the end of the AFM because of space issues. They just have the honeycomb screen at the end and the metal screen cover. Their cars run fine as far as I know.

I have an EGR on my car and boost up to 15 PSI just fine. My EGR is new though. It helps to keep the engine cool, thereby reducing the Nitrous Oxide emissions.

I hate to give just a generic answer but I believe that problem can be attributed to the wrong air/fuel mixture, timing, spark plugs or plug wires. This kind of thing is tough to figure out but what is needed is a TSRM and a multimeter. Go around and check each system (air, fuel, electrical)...
OK checked out a couple things. The CSI time switch needed replaced (did so with a good one), and one of the VSVs (did so again with a good one).

No the fuel pressure does not fluctuate with the vacuum line off. It stays constant at 40 PSI. I am assuming that is a good thing.
With the vacuum line on it is at 30 PSI and then starts to fluctuate.
What would you suggest I try next?
I am posting my progress on this problem and am now checking the fuel system. I may have a problem with the pump relay, resistor, AFPR and/or fuel pump.

Car has no codes. 87 Supra Turbo. Car has trouble idling after about 2 minutes after starting. Fuel pressure and vacuum fluctuate a lot.
I checked the fuel pump relay using my ohmmeter by measuring the continuity between terminals +B and FP. I get a reading and then it stabilizes at 0.1...

Will do; I am going to do the boost leak test and then I am going to check the fuel system via the 87 TSRM. At that point, I may start going around the engine again with my multimeter.
A better meter for this test is an analog one with the needle - cheap $6 at Walmart. The TSRM speaks of when it "deflects", in other words when the meter's needle moves.
