The HID Planet kits are very nice! High quality stuff, easy to install, and price is great. It's not a dual high/low setup though.

Idling at 1k rpm or holding down the gas pedal for the first few minutes could be considered a problem, just depends on what you are willing to deal with. You can eliminate the isc and still be ok.
