The california ecu looks for an EGR temp sensor. That and the o2 are the main differences.

o2 sensor It is either bad, or the wiring to it is cracked/brittle. Do a voltage test AT the ecu (ox) to see if the ecu is reading o2 feedback.

From what I have found denso type stock injectors have a lag time of .9 but I don't know if that was low or high impedance and if it matters. What injectors are you replacing with?

500 has been done with simple SAFC. I prefer emanage, it works well with 1J and has timing control. The interface can be intimidating at first. The blue is also really cheap now, I have seen them for $100 (box only).
