I use the factory MK4 valve cover bolts. 6mm bolt, 10mm head with integrated washer. Also had a "self-starting" (unthreaded) tip. Couple that with the stock MK3 grommets and no problems!

I've used the blue clips by cutting off the square part on the bottom (of the clip) and just screwing them into a predrilled hole. That's the best way I could figure out to do it on a car that didn't come with the wing installed from the factory.

You could get a release of interest and a file for lost title application from the DMV and go back to the junkyard and have them sign it for you.
