I've looked into this as well and got about this far. I think the best bet at the moment is to take the cable-x custom and get a toyota speedo cable grafted onto it.

There's no harm in reusing stock head bolts anymore than reusing ARPs. Just check that the lengths are in spec and not damaged, same thing you would do with ARPs. The OEM head bolts are very high quality.
Incorrect. Stock7M head bolts can be reused. They are not TTY. Non-reusable parts are clearly marked in the TSRM, and head bolts are not one of them.

Because apparently you can't do a fuel pressure test do to a lack of a tool. So your solution is to drop the tank and replace the pump. It doesn't make any sense to do that without some data that the pump is bad.

If there is no code 31, then it is pretty unlikely to be the AFM, ecu or wiring. You will not get a 3k rpm limit without a code 31.
Since this is a fresh rebuild, I would check that 0 BTDC on the pulley actually matches 0 BTDC by sticking a chopstick in a spark plug hole or some other...
There is a 3k rev limit imposed if the AFM is bad and code 31 is set. I know you have checked the AFM out, but have you verified no codes are present by shorting TE1 and E1 in the diag box and get a constant flash from the MIL?
