There is a big variance, as with any car, over tires. The change is from 146 feet to 123 feet.
He already knows the injectors are not firing, so all he really needs to check is B+ KEOE. That will isolate power supply or grounding through the PCM.
Having fuel come out of the rail under pressure is a good sign too. The PCM grounds the injectors in gang fire order. Power is constant. Something isn't plugged in. The other choice is code 12, which is the CPS. The wiggle test is a great test for wiring, but it can be bad and not start with...
It is most likely directly related to your swap. Meaning disconnect and then reconnect. PCMs don't just fail, unlike what people here seem to think. The fuel system, like the pump, could have collected corrosion while sitting and that is why you have no fuel.

They do with all the gorillas that seem to work in automotive that think hand tight valves need to be tightened to 500 lb/ft. Then they say the Robinair machine is junk.

Sure. Even the 7MGE cranks out a bunch of BTUs, and 1987 or so was a long time ago. The wiring takes a beating over time from heat. And you have salt water in your air to help make it worse.
What wires are new? Meaning, what have you replaced? 14 means spark is not confirmed. When that happens, injection is halted. To not have spark also means something is not hooked up. Without a pickup signal, you will also have code 12. And no spark.
You beat the odds by a large amount. Heat soak 101.
Heat soak. Heat increases resistance. On the old wires with corrosion on the inside that you don't see (assuming the posts are accurate) it is worse. It is dropping nearly 4 volts. Do the voltage drop test on both wires, especially the large one.
In my opinion, it is a replica of the HKS sport turbo pieces. So yes, it bolts to the turbine and down pipe. Or an aftermarket down pipe when they say it is compatible with the stock elbow. Mine is not for sale. It is on the Boss Jr.
