It mounts directly to the turbine like the stock elbow. The difference is stock piece opening is the same size as the turbine, and does not account for the wastegate. The LIPP unit is open.

If you are not using the electrics, then the shroud needs to be altered as you suggest. Why remove the electrics? They also come on when coolant temps are too high.
Turn your Fluke to Hz and see if you have repeating results at certain frequency. In one of the older manuals, it lists Hz for a short rpm range, maybe even to 2500. I will look and see. It lists it at no load only off the top of my head.
