Read the diagram and see what you think would turn it on. The locations are dependent on the year of ECU you have but EACH LABEL does the same thing in each diagram.

When your key is on, does the check engine light come on? If not, your ECU is not turning on and you need to make sure you are getting voltage to it. Follow the diagram posted above.
Does the fuel pump prime now that you say you have 12V at the coils?
The shroud does not fit to well without some modifications. They are the same but one has holes for the two extra fans or a single extra fan. No difference other than that.
You can modify it to fit if you would like.

I see a lot of modification on the interior. Things were moved so I can't saw the wiring wasn't messed up.

Looked it up, there is two different heads but I can't seem to find a good parts picture to know. I will check a customer original 91 and see how the 7M compressor head is.
I was over at a local guy who did a 2JZ swap and looked at the A/C. I told him to do what is in the JZ thread, which he did.
