You're completely incorrect. Some tweeters sound better on-axis and some sound better off-axis. There is no hard and fast rule for aiming tweeters, just point it toward you and then adjust the angle until it sounds good. Every vehicle and tweeter combination will react differently.

Exhaust and intercooler setups will make a difference, as well. Different dynos read very differently, also. Sounds like a fine number to me and it'll serve as a baseline for you to compare with as you progress.
The route I went was to purchase the Bride bases from MVP for the Mk4. The two rear mounting tabs just have to be cut and rewelded which takes 10 minutes if you have a mig welder. They sit super-low and are less than 70 each with sliders already attached.

Did you get an actual soarer tranny or did you have the shifter arm lengthened?
Are you certain that your clutch is working properly? Pull the inspection plates and have somebody push the pedal, make sure everything is okay there.
