My guess is a bad rack and pinion. But you would not see any external damage on the part if this is bad, it would be on the internal rack and pinon gear.
lol what? Do you even know what the reservoir tank is there for? Having it overfull does nothing. All the car does is puke out coolant when it gets really hot (still with the temp gauge in the middle ie: operating temperature) which it no longer does but it is still above the full line...
