How about a sticking waste gate. Could do that if it intermittently stuck open. Just a what if, not based on it happening to me or anyone I know, but just throwing it out there.
A little more detail would be helpful here. Are you replacing a turbo, or upgrading a non turbo engine? The instructions would be quite different for the 2 scenarios.
Are you absolutely sure about the linkage? My stepson's GE, had a high idle, and it finally turned out to be the adjustable rod in the linkage. The locknut was stripped, and vibration caused it to rotate, changing the length of the rod, and forcing the throttle plate open. Drove me crazy trying...
Will you just run the engine, and shift through the gears for cryin out loud. It takes time for the fluid to get where it's going, and if you let it happen, it will happen. BTW put your foot on the brake while you're doing this, or the car WILL move when the torque converter fills.
After ten years as a auto mechanic, I have seen, and verified many warped brake rotors. A run out gauge tells the tale. It also can be seen in the machining process, as it makes an uneven first cut when severe. It seems to me, that to base this article on racing use, overlooks the myriad ways...
I got a CX racing IC kit off ebay, and I'm extremely happy with it. It was a universal kit, with enough piping for the supra, and it went in without a lot of trouble, and works fine.
Just because you changed the main seal, doesn't mean it's fixed. The timing pulley could be worn where the seal seats, and it will still leak there. Did you carefully check the timing pulley? They make sleeves for that reason.

If you do the fuel mods correctly, you do not need, nor should you even want to use a FCD. Fuel cut is there to save your engine, WHY would you disable it? A FCD should have it's name changed to REG. That stands for Randomly Exploding Grenade, which is what a FCD will turn your engine into.
Yes, it's dependent on many factors. In my case, I was running 8 psi with no problems, until I installed a three inch downpipe. Then I started hitting fuel cut.
