No, you don't just replace all the shims. You check the clearance, and replace only where necessary. It may turn out to be all of them, but you won't know until you check.
You have to take all the rivets out, and clean the inner parts too. When it's totally clean all around, then you have to use Permatex copper spray, and spray all layers with it. It will not seal, if you don't do that.
Early model blocks didn't have them. I forget the cutoff year. You could certainly drill and tap the block for them, the sprayers aren't that expensive.
