No, you don't just replace all the shims. You check the clearance, and replace only where necessary. It may turn out to be all of them, but you won't know until you check.

You have to take all the rivets out, and clean the inner parts too. When it's totally clean all around, then you have to use Permatex copper spray, and spray all layers with it. It will not seal, if you don't do that.

It might just be bad audio, but it sounds to me more like an exhaust manifold leak, than valve noise.
