no, it is drilled right in the center of the stock baffle where the stock filter picks up.
you don't have to use an intank filter, you can run an external pre-filter.
mine has the stock filter with the inlet drilled out and tapped for the bulkhead union and screwed on. the other side...

well yes and no.
bigger rim and bigger tire is more mass. however, a larger sidewall will have more flex and more bite. 13-15" is kinda overkill. 27" works well, but 28" will rub. they make coil spacers that will raise it up some, but not to the extent you are talking. altho i think coil...
i've never thought the vpc was all that great by itself. never played with one that has an f-con with it.
add an afc to the vpc and it will be magic. imo still one of the best setups outside of a standalone. you can pick up an afc2 for like $150 these days.
the other cool thing about running new lines is the fact you can 50 yard punt and adios the stock fuel filter. you may look into the fuel line like IJ runs. it works well and cheaper than doing full stainless. my full #10 to dual #6 at the rail in stainless added up in a hurry!

if you crank the knobs all the way up does it get richer? not sure how rich your sensor reads. did it run rich with the maft?
also, an afc works wonders hooked up to the vpc.
