Like salty said, did you try cleaning the MAF? If you cleaned it wrong it could kill it. Check codes first and then unplug the MAF and try starting it. If it runs better that is your problem. You don't have any mods that should make it run bad.
In addition to testing the coolant for exhaust gases, I would install your pressure tester and start the car and let it idle. Don't pressurize the cooling system, just use it as a gauge and see how quickly the pressure comes up. You can also fill the cooling system and leave the cap off and see...
It depends on where the scratch is. If it crosses a firing line, then anything that your fingernail catches is way too deep. If it's away from any sealing rings around cooling jackets, oil passages, etc... It's probably fine.

You should not be able to make 300psi compression just from putting oil in the cylinders. This motor doesn't have that much compression. I would remove all spark plugs, unplug the CPS and re-do the test. Make sure the throttle is open too. You will have to run it again before you do the test...
I believe to check deck height, you measure from the bottom of the main bearing bore to the top of the deck. Not sure what the spec is, but any machine shop should be able to tell you.

Try spraying the alternator belt with some brake cleaner while it is running. If it goes away, then the belt needs to be tightened, unless it is already tight enough, then it should be replaced.
You never once tested for current draw in your previous tests. Just because you read voltage across the fuses, only means that one side has power and one has ground. When you tested across the fuse terminals you were testing for voltage drop, not a draw of voltage or current. If you want to...
I would check and make sure that your throttle plate isn't sticking open. I had a high idle issue on my car and it was because of the linkage being sticky. If you let off fast it would be fine, but let off slow and it would stick. I lubed it all up and it was better.
It depends on why you need to rebuild it. If it just leaks oil, then yes Cajun's got your info. If it misses or doesn't run, you will need a new one. I have a source for around $140 rebuilt, wish that source was around before I bought my new one at over $400.
The two step launch control is pretty sweet. I have mine hooked up to a clutch switch. Depending on what rpm I set the limiter to, I can build as much as 7 psi of boost. Have fun.
I know you said you had spark verified by timing light, but that doesn't mean that your spark is strong enough to ignite the fuel. Try testing it with a spark tester. And recheck the timing, that's all I can think of.
