Nothing I recognize, but it does look like an agressive vine. Cutting all vines from the root base will kill it as Eric stated. If there is a spot where the vine has grown into the tree, cut it on both sides and leave it, so the tree will naturally push it off, or eat it. ripping it off...

If unplugging things doesnt work you could have a shorted wire. From there you have to start testing the wires to see if any have shorted out to ground. You can do this with a multimeter. Set it to continuity test then put one lead against a solid ground point. touch the other lead to wires...

If you change the fuse will it blow again, or did it just do it once?
