Poodles and CyFi6 are right, the wheels should spin if off the ground and the car is in neutral and running. I would be more worried if they werent spinning.

Other buttons being the cruise control buttons. Those contact rings have been known to have problems. If you attempt to sand/clean up the contacts, be sure to put some dielectric grease on them when you're done.
