i got no voltage to either horn while pressing on the steering wheel.
i replaced the relay, thought it wold fix it.
what else can i check?

the horn itself? ground it to something and touch the positive on the the + battery terminal.. should sound if its working. if it works, double check wiring and relay.. and ground point?
Take horn pannel off sterring wheel. Identify horn wire (or prong if you have cruise control, 3 prong plug iirc.), It should have power. Connect it to the positive lead of a multimeter set to Volts DC. Connect the negative lead to a good ground. If you read 0 then your problem is before the horn button, not after. Check TSRM for wiring diagrams.
Can also jump the wires on the connector on the underside of the steering column. More than likely it's the contact that allows the steering wheel to turn. Do the other buttoms on your steering wheel work?
if all else fails, then the contact ring has bad connectivity, try to rip that apart and clean/sand the terminals with very very fine sandpaper, then the terminals would have good connection again
Other buttons being the cruise control buttons.
Those contact rings have been known to have problems. If you attempt to sand/clean up the contacts, be sure to put some dielectric grease on them when you're done.

do your hazards work? last i looked the fuse under the hood is listed as HORN/HAZARD...just a thought. no horns in mine, and the OP put a MOMO wheel in without even trying to hook up the horn button. so the other day i just bought a BADBOY horn from autobone, and ran wires and a relay. lol sounds like a ferrari horn
