Running a meth lab is a felony, even so, they need reasonable grounds or a search warrant to come onto private property to enforce the law.
Breaking traction is not. They only have the authority to ticket you for traffic infractions on public roads - meaning, those owned and maintained by the government. Now if you were in a public school parking lot, you're likely screwed anyhow. There are hundreds of examples of this - everything from driving dirtbikes with no license, insurance, or tags, as long as you aren't on the road, to racing at the track - if they could bust you for breaking traction on private property, every drag racer who spins his slicks before a pass would be facing the same kind of fines.
Even so, with a ticket that big, you need to fight it, that's just ridiculous.
